On 9 October it was thus possible to publish the 'Proposals for the Establishment of a General International Organisation'. There was still disagreement on a number of important points. The most important were the degree to which a permanent member could use its veto to prevent a decision from being reached in a dispute to which it was itself a party, and the demand for separate representation for the sixteen Soviet republics. There were other points of difference which stemmed from the disagreement about the veto.
Eventually the Soviet representative received instructions to make a concession on the point; and this induced the British representative to do likewise. It was agreed that it should be provided that the organisation would 'promote respect for human rights and fundamental freedoms': a fairly innocuous undertaking which was, however, to have increasing importance in the future. The conference with the Russians took over five weeks. The Chinese phase lasted only just over a week. This was partly because they disagreed less; partly because they were thought less important.
There were also a few questions which had not been discussed at all: particularly the trusteeship system, on which the United States had not made up its own mind, and the reconstitution of the International Court of Justice.
